Niemeyer, who is one of the students & collaborator of Le Corbusier designed most government buildings in Brasilia and his style influenced many of the other constructions. I don't think Niemeyer is the architect of this building, although his influence can be seen in the design. The similarity with the Cité radieuse might be partly accidental, in the sense that the coloured balconies were put into place during a refurbishment between my two trips to Brasilia.
This building could be also located in Leipzig. You've had the perfect vantage point.
